The Troop 1954
Wednesday Newsletter

Thanks to everyone for their help at last night's meeting.

Last weekend was a great one for scouting.  We had several scouts turn out for the Report to State Parade on a totally beautiful Saturday.  We all saw Ms. Patty up on the reviewing stand and yelled and screamed for her.  Sunday several different scouts attended services at First Presbyterian.

We had a very successful PLC retreat Sunday evening.  We not only set the meeting and events calendar through the end of April but also created (or in some cases reintroduced) a series of new policies and programs for the troop.  The new policies are detailed further down in this newsletter.  Please make sure you read and understand them.

By the way, I've had no response on the list of equipment needed by each patrol (published in last week's newsletter).  No problem.  I realize that folks are busy.  I'll be sending out some reminders about that as we go along.

Announcements

1) Adult training this weekend.  This Saturday from 9 - 11, Garry White will be running an "essentials" training program for scout and cub parents. If you haven’t had this training, it would be good to go. A pancake breakfast will be available.

2) PLC Retreat Results.  The PLC met this past weekend to set the program through the end of April. A full schedule will be available on our website later this week. I'll send out an email notice when the schedule is available on the web.  Some highlights include preparation for Camporee, Solid Fuel Rockets with Mr. Childress, A Court of Honor, and Completion of the Horsemanship Merit Badge. Our camping for the next three months will be Feb. John Knox Camp, March, Camporee at Ruby Ranch, and April, Wolf Mountain /Enchanted Rock. We will also be having elections for OA and for Troop Leadership positions.

3) February Camping. We will be camping at the John Knox Camp on the weekend of February 20-22.  Thanks very much to the Colliers for offering us the opportunity to camp at this really neat place.  You can check out what it's like on their website at www.johnknoxranch.org. As per our new policy below, we will need scouts and adults to commit to this camp-out (and pay their share toward food) by our meeting next Tuesday.

4) Merit Badge University will be on Saturday Feb. 21.  Those going will be leaving from John Knox Ranch (or are on their own).

5) Cub Scout Blue and Gold.  We are invited to the Cub Scout Blue and Gold Banquet on the evening of March 6.  This year it's going to be a Medieval theme banquet!

Important: New Policies
The PLC, (with the help and guidance of the adult leadership) has determined on a series of new and renewed policies for Troop 1954.  These policies are designed to promote the smooth functioning of the troop, encourage solidarity and scout spirit, and to generate fun and excitement.  They are not intended to be in any way punitive.

The Short Version: Four new or renewed policies as follows:
1) Two week planning for camp-outs.  Must commit to camp-out and have money for food and any other fees at the Tuesday meeting before the camp-out. (contact me if special arrangements are necessary).
2) Uniforms: class A first meeting of month, A or B all other meetings.
3) Email.  All scouts should have an email address.  Please send email addresses to me at r.warms@txstate.edu
4) Patrols compete for fabulous awards in attendance, uniform, behavior, and spirit.  Winning patrol weekly, big winner every 6 months, plus rewards for achieving certain point levels.

The Long Version:

New (or renewed) Troop 1954 Policies

Camp-outs and activities. Patrol planning for camp-outs will take place two weeks before the camp-out (more in some cases). All money for the camp-out must be submitted by the Tuesday before the camp-out. The patrol shall appoint a quartermaster and grubmaster for each camp-out. These will be responsible for shopping for the patrol and bringing the appropriate equipment.

Uniforms: Class A uniforms are required for the first meeting of every month. Class A or Class B uniforms are required for all other meetings. You’re welcome to come without a uniform, but your patrol will lose points (see below).

Email: all scouts should have an e-mail address and check it regularly. Please submit your email address to r.warms@txstate.edu. This isn’t a absolute requirement but will really help our organization. If I can get enough scout email addresses, I’ll create a yahoo discussion list for them.

The 1954 point plan: To encourage attendance, positive behavior, and scout spirit, we’re going to try the following plan.

Starting Feb. 17, patrols will compete to accumulate points. At each meeting, each patrol will be judged in four categories: attendance, uniform, behavior, and participation/spirit. The judge for each patrol will be their adult coach. For each meeting, a total of 20 points, 5 in each category, are possible.

For the purposes of this system, the official patrol membership as of 02/10/04 is:

Biohazards
Current membership = 8

Alexey
Nathan
Bryan

Crimson Fromage

Scouts who are members of Troop 1954 but will not be counted for purposes of patrol scoring (these are scouts who are not active enough to take part in this system). Kirk Baen (on leave), Keith Ploeger, Trevor Powell, Austin Smith, Luke Yager.

Attendance rules: For the purposes of this point system, scouts are expected to attend all meetings but can be excused for any legitimate reason, such as sports, family events, religious events, or being out of town. To be excused, simply email r.warms@txstate.edu with the date and reason (one sentence or phrase is fine).

It will be the responsibility of the patrol coach to assess 0 to 5 points
in the following categories:

Behavior

Participation

1) Comes to order rapidly when scout sign is up.

2) Treats other scouts with respect.

3) Cooperates with youth and adult leaders.

4) Takes care of facilities.

1) Takes part in patrol and troop activities

2) Completes or makes progress in the meeting’s activities.

3) Maintains a positive attitude.

4) Demonstrates behavior in accordance with the Scout Oath and Law.

Reward system:

1) There will be a winning patrol for each meeting. That patrol will a) be announced in the Wednesday Newsletter, b) receive an edible reward at the next meeting.

2) There will be a winning patrol for each 6 month period (timed to coincide with troop elections and courts of honor). They will receive a pizza party or some equivalent. The first of these rewards will be given in October 2004.

3) Patrol will continue to accumulate points throughout their existence and will receive awards to be determined for reaching total accumulated point levels (also to be determined). Example, when a patrol reaches 150 points, they will be rewarded, even if they have never won a meeting or a 6 month period.

Patrols will begin to accumulate points on Feb. 17th but please understand that this system will almost certainly need fine tuning and parts of it may prove unworkable. So, the rules may be in flux for a while. Your tolerance and your suggestions are appreciated.

Upcoming Events

District Roundtable Thursday Feb. 12

At 7:00 at First United Methodist.  I will be attending this one.  Always good to come if you can make it.

Scout Essentials Training, Saturday February 14

We've got a great opportunity for parent training coming up on February 14th.  Garry White will be doing Scouting Essentials training starting at 9 at the Scout Hut.  Essentials gives adults the background they need to be knowledgeable about scouts and to help lead the troop.  This is a great idea for everyone...whether they want to lead or not.  Scout essentials goes from 9 to 10:30 and will be followed by a 30 minute roundtable discussion.  It should be over by 11.

Order of the Arrow Elections, Tuesday March 2

We now have a fairly large group of First Class.  All scouts of that rank and above are eligible for election to OA (Order of the Arrow).  The OA is a honor camping society founded in 1915.  It's purposes are: 1) to recognize those Scout campers who best exemplify the Scout Oath and Law in their daily lives.  2) To develop and maintain camping traditions and spirit.  3) To promote Scout camping.  3) To crystallize the Scout habit of helpfulness into a life purpose of leadership in cheerful service to others.  You can find more information on their Website at: http://www.oa-bsa.org/    Scouts are elected to OA membership by their peers.  All scouts vote on OA membership.  We will be having OA elections at our meeting on Tuesday March 2.  The OA team from Lockhart has graciously agreed to come in and run the elections.

Several scouts are very close to completing their 1st Class requirements.  Now's the time to finish those up so that you will be eligible for election to OA by March.

Cub Scout Blue and Gold Banquet, Saturday, March 6

Medieval Theme banquet.  Come watch the Cubs get their rewards, participate in the dinner and the infamous FOS dessert auction.

Twin Valley Camporee, March 26-28

Friday, March 26 - Sunday March 28 is the Twin Valley Camporee.  This year
sounds like a really good one.  It will be held at the Ruby Ranch outside of Buda (very convenient).  It will have a medieval theme with competition in catapults and jousting as well as the usual first aid and fire building. Each scout has been assigned to be a specialist in one or two of the Camporee activities.  They should bone up on those activities over the next month and a half.

Saturday April 24th, Indoor Training for Scout Leaders and Parents

8:30 to 4:00 at the San Marcos Methodist Church.  This is the essential course for understanding how Scout Troops and meetings are supposed to work. The more parents who have this the better.  I really urge anyone who hasn't taken this course to do so.

Saturday and Sunday May 15 and 16, Outdoor Training

This is the second half of the complete scout leader training course.  It will be held at Kiwanis Camp outside San Marcos.
