Hi Folks,
Thanks to everyone who helped out at last night's meeting. OA
elections went very smoothly (thanks to AJ) and thanks to John Myers for
his turtle presentation.
We're camping at Guadalupe River State Park this weekend. We'll
be leaving from the Scout Hut at 5:30. The park is roughly seven
miles beyond the intersection of routes 46 and 281. It takes just
about an hour to get there. Saturday, if all goes well, we'll have
a tour of the Honey Creek area, which is generally closed to visitors.
We'll also, hopefully, be doing a brief service project for the park.
Guadalupe has a reputation of being sticklers on keeping the number of
tents in campsites relatively low (and tightly clustered) so if patrols
could plan on tenting together, that would be best.
Our schedule for March: We'll be meeting next week as usual.
There will be no meeting on March 15 (Spring Break week). We will
meet as normal on the 22. ON the 29th we are scheduled for
swimming at the Baptist Academy (I believe). I will be not be at
either the March 22 or March 29 meetings. I'll be back for April
5.
A techie note: If you're not technically minded, don't worry about
this, nothing should change for you. However, if you're interested
in this stuff, I am about to make some significant technical changes to
our website. For the past two years (for scouts...and much longer
for cubs) our web sites have been hosted by Texas State University.
We are grateful for the use of their servers, but (along with my other
stuff) we're growing to large for them. So, during the next week
or so, I will be migrating the website to a new location. You may
notice some differences in service and there may be some times when the
site is down. Our web address will continue to be
www.sanmarcos1954.org but,
whereas before this pointed to my area on the Texas State servers, it
will now point to troop1954.sanmartians.net. Just for the record,
I personally own both the domain names
www.sanmarcos1954.org and
www.sanmartians.net . By the
way, if anyone wants a sanmartians.net email address, let me know, I can
arrange it (such email can be accessed through webmail but is better
through a client such as Outlook or Outlook Express).
I'm leaving the following notices from previous weeks up here.
Important stuff folks.
Summer Camp packets were distributed at the meeting on January
25. Briefly, we're going to summer camp at Camp Alexander in
Colorado this year. We leave on June 24 and return July 3.
Camp Alexander is a spectacular place and it should be a fantastic
camping experience. The cost is $400 for scouts and adults.
The first payment of $100 was due on February 15th. If you're
planning on going but haven't yet paid, please contact Susie Lewis,

as soon as possible.
Financial Aid: The troop committee has made some financial aid
funding available for expenses including camp. You will find the
policies for the awarding of financial aid and forms to apply for
financial aid by following this
link or by going to our troop website,

clicking troop policies, then financial aid policies. Note: the
committee made some changes in both the policies and forms at our last
meeting. Financial aid forms should be submitted to Curtis
Painton, Committee Chair.
I want to remind the younger scouts that there are participation
requirements for advancement to First Class. To be get your first
class rank, you have to participate in 10 troop events other than
meetings. At least three of them must include camping. During
these camp-outs you have to pitch a tent, help prepare a meal, select a
camp site for your patrol, plan a menu, serve as patrol cook...as well
as several other things. Some of our Biohazards and Vicious
Badgers haven't been on many camp-outs. They really need to start
coming if they want advancement.

Note: We have a new patrol, the Ferocious Ferrets, however, since
they are making their appearance very late in the six month
point term, their members will continue to be counted in their
earlier patrols until the next Court of Honor on April 12.Note: Scouts with more than three
consecutive misses will not be counted against patrol attendance
scores. Such scouts are not removed from their
patrols. They are simply not counted for attendance points
until they return. Also note that when all patrols score
the same on a category, it doesn't matter what they score. |

1) Very sorry about last week's First Aid, CPR course.
We all waited for the instructor who didn't show. It does turn
out that she had a good excuse...she was in an car accident earlier
that day and was at the hospital. Fortunately, no permanent
damage done. We will be rescheduling the course for April.
2) Guadalupe River State Park this weekend. Meet to
leave the Scout Hut at 5:30.
3) Swimming test to be held March 29.
3) Camporee is coming up April 15-17. The theme of the Camporee is
Baden-Powell’s 1907 camp at Brownsea Island.

Well folks, the scouting news this week all seems pretty grim
but, I guess our job isn't only to report happiness and light.
So here are two stories that will definitely not warm the cockles of
your heart. Story One, The Scandal Spreads? Boy Scout council
accused of inflating troop totals
DATELINE: MEDFORD, Ore.
A Wyoming man has filed a lawsuit against a Boy Scout council in
southern Oregon, alleging it forced him to resign when he uncovered
that troop totals were inflated to boost executive salaries.
John Mangan, 62, is seeking a $296,000 judgment for lost wages
and emotional distress.
Mangan's case is the first reported instance of "phantom" Boy
Scout troops in the state, said Victoria Cox, spokeswoman for the
Oregon Department of Justice. The FBI has opened investigations
around the country into similar allegations against the Boy Scouts
of America.
Mangan discovered numerous Scouts who did not exist but had been
identified on the council's books, according to his suit, filed in
December in Jackson County Circuit Court.
"I was shocked," he said Wednesday. "After I found out about all
this stuff, I was really disheartened to go out and raise money for
that council."
The Crater Lake Council serves 10 counties in Southern Oregon and
Northern California and lists a membership of 5,300. Mangan said
seven phantom troops of about eight to 24 scouts each were on the
books in Jackson, Josephine and Siskiyou counties.
Mangan says the district manager previously in charge of scouting
membership acknowledged to him that the records were doctored
because annual salary increases were determined by scouting
participation.
After Boy Scout officials heard his allegation, the council's
membership records showed a reduction of more than 600 scouts
between 2001 and 2002, Mangan said. The biggest drop was in
Josephine County, he added, from 942 youth to 703.
Mangan alleges that his investigation rubbed executives the wrong
way, and he was told to quit or be fired in September 2003.
Mangan now works for the Boy Scouts in Wyoming. But he said he
failed to find employment with the organization until January of
this year because local Boy Scout executive Ed Weiseth falsely
characterized him as an unsatisfactory employee.
Weiseth told the (Medford) Mail Tribune that he would not respond
to Mangan's allegations.
United Way of Jackson County executive director Dee Anne Everson,
whose organization funds the Boy Scouts, said she called the local
council office Wednesday after being contacted by the Mail Tribune.
She said Scout officials denied keeping ghost troops on the books.
"Our board would ask for some answers ... because they're donated
dollars from people who trust us to do the right thing," Everson
said.

Story Two, If it isn't self explanatory, I don't wanna explain
it. Grim, depressing stuff.
The following is an excerpt from The Today Show, Sunday February
27th.
Mr. GEORGE MARTIN (Friend of Dennis Rader): Good morning.
HOLT: When did you first meet Dennis Rader?
Mr. MARTIN: It was about 1975 when his son Brian came into the
Cub Scout pack. He was--he had been a Scout as a boy, and he was
active in--during the Cub Scout years and then during a seven or so
Boy Scout years, yes, was assistant Cub master, and I worked with
him all through that 10-year period.
